It's a free open source program called "Fractal Lab" written by Tom Beddard. He has a cool web site www.subblue.com :)

oh i was about to say that was some epic photoshop painting couldnt c any brush strokes at all lol. I havent seen any one use this program before. Its very different. Thanks for the web link
